A roof repair in Encino needs a permit from the Los Angeles Department of Building and Safety (LADBS) once the work is valued above $2,500 or affects the structure or public safety, and in the hillside fire zones any roofing added in a repair must be Class A. Encino's two ZIP codes, 91316 and 91436, are both in Title 24 climate zone 9, and about three in four homes in them were built before 1980. Repair or re-roof on an Encino house?
The line between the two decides which rules apply. The Energy Commission defines a repair as "a reconstruction or renewal for maintenance" of a part of a building, and counts the replacement of a roof covering as an alteration, not a repair. The city's cool roof rule exempts repairs and any replacement of 50% of the roof or less, so it starts only once more than half the roof gets a new covering. Three tests sort an Encino job:
- Permit: below the city's $2,500 value line no permit is needed, as long as the work leaves structural stability and public safety alone, answers no Department order and keeps the same use; above it, a repair needs a permit, and a re-roof under 6 pounds per square foot is an express permit, online or at counters including 6262 Van Nuys Boulevard.
- Cool roof: more than 50% of the total roof area replaced, under both the city rule and Title 24 in zone 9; at less than half, neither applies.
- Fire zone: in the High and Very High zones, LADBS's checklist says "all portions of a roof covering applied during an addition, alteration, or repair" must be at least Class A, and a roof with 50 percent or more replaced in 12 months must take the roof covering required for new construction.
The fire-zone test counts everything replaced within 12 months, so a second large patch in the same year can bring the whole roof under the new-construction rule.
Age matters on the repair side too. The Census Bureau's 2020 to 2024 survey puts the median home at 1962 in the 91436 ZIP area and 1969 in 91316, with about 75% of homes in each built before 1980. A patch leaves the old deck, underlayment and flashing in place, and a wood shake roof cannot be patched with new shakes, because the city bans them. Cool roof choices for an Encino re-roof in zone 9
Both Encino ZIP codes are in climate zone 9, one of the zones where Title 24 itself requires a cool roof when more than half of a pitched roof is replaced, so an Encino re-roof answers to two sets of numbers, and the city's, set out with the other roofing rules across Los Angeles, are the higher ones.
In zone 9 Title 24 also accepts alternatives to a cool product on a pitched roof, among them R-38 ceiling insulation, an attic radiant barrier and having no ducts in the attic. The city's own exception list includes none of them, so ask LADBS before planning an Encino re-roof around one. How much of Encino is in a Very High fire zone?
The Los Angeles Fire Department lists Encino among the communities with portions in the city's Very High Fire Hazard Severity Zone. Overlaying the two Encino ZIP areas on CAL FIRE's 2025 recommended map, we calculate about 1,680 acres of 91316 (48% of its land) and about 2,140 acres of 91436 (64%) as Very High, roughly 56% of the land in both. That counts land, not homes, so look up your address on the State Fire Marshal's viewer.
The City Council asked in May 2025 for an ordinance adopting the 2025 map, and LADBS applies its fire-zone checklist to zones "as shown in local and State maps". Inside those zones the city's Class A and wood shake rules apply as they do across Los Angeles; the assembly details are in Class A fire-rated roofing.

Re-roofing near Mulholland Drive
The Encino-Tarzana Community Plan names the Mulholland Scenic Parkway Specific Plan as one of two specific plans that address development in its area. The plan reaches half a mile out from the Mulholland Drive right-of-way, and City Planning's referral matrix for it lists re-roofs, on every property in the plan area, among the work LADBS refers to City Planning to check:
- The matrix note reads "All roofs must be non-reflective." It accepts slate and tile, composition shingles that conform to the listing City Planning uses for Historic Preservation Overlay Zones, and metal finished in an earth tone or a darker color.
- Within 500 feet of the right-of-way, roofs visible from Mulholland Drive must have non-glare surfaces and carry no equipment other than solar.
- The plan's design guidelines ask that visible built-up or membrane roofs be surfaced with gravel in an earth tone that suits the house.
A re-roof here has to meet the city cool roof values and the plan's non-reflective, earth-tone standard together, so confirm the rated product and color with City Planning before material is ordered; City Planning can also confirm whether a lot is inside the plan area. Does fixing a leak on my Encino roof trigger the cool roof rule?
Not by itself. The city exempts roof repairs and replacements of 50% of the roof or less; the Energy Commission counts replacing a roof covering as an alteration, so the rule starts once more than half the roof gets a new covering.
Can two repairs in one year turn into a full re-roof in the Encino hills?
They can. In the High and Very High zones, LADBS's checklist applies the new-construction roof rules when 50 percent or more of a roof is replaced within 12 months, and every repaired portion must be at least Class A.
Is my Encino house in a Very High fire zone?
