After the Mountain Fire: checking a roof that came through
The Mountain Fire started on November 6, 2024 at Balcom Canyon Road and Bradley Road in Somis and burned 19,904 acres, destroying 243 structures and damaging 126, according to CAL FIRE. CAL FIRE's update the next day said the fire "was driven by winds into the Camarillo Heights and the Camarillo Estates areas, where numerous homes were damaged or destroyed." The same update listed an evacuation zone for West Camarillo, covering the Las Posas and Spanish Hills areas north of Las Posas Road.
The City of Camarillo and the County of Ventura opened a joint Local Assistance Center for residents, with rebuilding and permits among its topics. For homes that came through without a total loss, the roof is the place to start: IBHS notes that roof valleys collect debris that is "particularly susceptible to ignition from embers", and a roof inspection with photos gives you and your insurer a record of what the roof needs.
Camarillo's 2025 fire hazard map
Camarillo's fire protection is provided by the Ventura County Fire Protection District, so the district, not the city, adopted the 2025 map. The city's own page says the district was "not proposing any additions or changes" to the State Fire Marshal's recommended map, and the district adopted it by Ordinance 33, effective July 1, 2025. By our calculation from that map data, about 15% of Camarillo's land is Very High, about 4% High and about 6% Moderate; the rest is not zoned.
Where a parcel spans two zones, the district applies the highest one to the whole parcel. In High and Very High zones, a re-roof of 50 percent or more within 12 months must be a Class A assembly under the 2025 Wildland-Urban Interface Code, with the eave, valley, gutter and vent details that go with it; see Class A fire-rated roofing.
Camarillo roof permits: digital-only since July 2025
The city's handout on home improvement permits lists "replacing roof coverings" among the work that requires a permit. Since July 1, 2025, "the City of Camarillo will no longer accept paper plans for permit applications", so applications go through the city's OpenGov portal. Building and Safety staff at City Hall handle permits, plan check and inspections, with inspections in morning and afternoon windows, requested by phone or online.
Weight matters when the material changes. In manufacturer data, standard concrete tile weighs about 900 to 970 pounds per 100 square feet, against roughly 200 to 225 for architectural asphalt shingles, and the California Residential Code requires the roof structure to carry the new covering (R908.2). A switch from shingles to tile therefore starts with the framing; the city's Building & Safety handouts include a "Weight of Building Materials" sheet that lists concrete roof tile. Camarillo weather and the zone 6 cool-roof rule
NOAA's 1991 to 2020 normals for the Camarillo Airport station, inside the city, show average highs peaking near 80 F in August and September and about 12 inches of rain a year, about four-fifths of it from December to March and almost none from June to August.
Camarillo's ZIP codes (93010, 93011, 93012) are in climate zone 6. Here a pitched re-roof has no cool-roof requirement, but replacing more than half of a flat or low-slope roof does: the new surface needs an aged solar reflectance of at least 0.63 and thermal emittance of 0.75, or an SRI of 75, unless an exception applies.
