# Roofing and Roof Repair in Simi Valley, CA

The cool-roof rule applies across the city: every ZIP code is in Title 24 climate zone 9, where replacing more than half of a pitched roof requires a rated cool surface unless an exception applies. ## Getting a reroof permit in Simi Valley

Simi Valley handles reroof permits online through its Customer Self Service portal. What the city says about them:

-   "Residential reroof review is 2-3 days."
-   "If you are installing brand new roof tile please include the ICC report under the attachments."
-   A contractor pulling the permit files a Construction Permit Declaration; a homeowner pulling it for their own home files the Property Owner's Package.
-   The city lists "re-roofing of more than 10% of the total square footage of the roof or over 100 sq. ft." among the work that requires a permit.
-   Inspection requests received by 4:00 p.m. are performed the next workday.

## About two-thirds of Simi Valley's land is mapped Very High fire hazard

Simi Valley's local fire hazard map was adopted by the Ventura County Fire Protection District, which approved the State Fire Marshal's 2025 recommended map by Ordinance 33 on May 20, 2025, effective July 1, 2025. Laying CAL FIRE's 2025 map data over the city boundary, we calculate about 17,600 of the city's roughly 26,600 acres as Very High (about 66%), about 6% High and about 4% Moderate. That is land area, not homes, so check your own address on the State Fire Marshal's viewer; the county applies "the highest FHSZ" to a parcel that falls in two zones.

In the High and Very High zones, California's 2025 Wildland-Urban Interface Code requires a Class A roof assembly when 50 percent or more of a roof is replaced within 12 months, along with fire-rated valleys, noncombustible gutters and ember-resistant vents; see [Class A fire-rated roofing](https://globalgreenroofing.com/roofing-guides/class-a-fire-rated-roofing/).

CAL FIRE records that the Easy Fire started on October 30, 2019 at West Easy Street and West Los Angeles Avenue, inside the city, burned 2,375 acres in three days, and destroyed one structure and damaged another.

## Zone 9: a cool roof when more than half the roof is replaced

Every Simi Valley ZIP code is in climate zone 9 on the Energy Commission's list. There, replacing more than half of a pitched roof requires a covering with an aged solar reflectance of at least 0.20 and thermal emittance of 0.75 (or an SRI of 16), and a flat or low-slope roof needs 0.63. The alternatives the code accepts for pitched roofs include R-38 ceiling insulation, a qualifying attic radiant barrier, R-2 continuous insulation at the deck, and, in zone 9, having no ducts in the attic.

Tile is not automatically exempt: the heavy-roof exception starts at 25 pounds per square foot, and standard concrete tile runs about 9 to 10. A tile re-roof here uses a cool-rated tile color or one of the alternatives. ## What Simi Valley's housing age means for a re-roof

The Census Bureau's 2024 survey puts Simi Valley's median home at 1980: about half were built before 1980 and 34% from 1980 to 1999, and 73% are owner-occupied. For comparison, a 2007 National Association of Home Builders study put the life of an asphalt shingle roof at about 20 years, and the median Simi Valley home is now more than 45 years old.

The code limits what a re-roof on an older house can skip: a new covering may not go over a roof that already has two layers or is water soaked (California Residential Code R908.4), and a replacement removes every layer down to the deck (R908.3). ## Roofs on mobile homes in Simi Valley parks

Simi Valley points mobile home residents elsewhere: "Mobile home parks in California are largely regulated by the California Department of Housing and Community Development. While the City is not the responsible entity, it understands residents and park owners often need assistance". The state department lists among its roles "the installation, inspection, and maintenance or alteration of manufactured homes", so for a roof on a manufactured home in a park, ask the state department which permit applies before work is booked.

### How long does a reroof permit take in Simi Valley?

The city says residential reroof review is 2 to 3 days, through its online Customer Self Service portal. New roof tile needs its ICC report attached to the application.
